Ok so my tank has been cycling for almost 3 weeks now since I added some pieces of live rock in wiht my dry rock and sand. I fugure its time I should get a test kit and check to see what my levels are, Im probably going to go with the Salifert test kits, Which tests should I buy to start with?

Also im starting to see little areas of like a lime greenish coloring on some parts of my rock? Is this a common algae?

Welcome to the forum!

3 weeks sounds good. I recommend any liquid test kits. I use stripes and unfortunetly it didn't ideantify a nitrate problem and In lost mnay corals including my favorite Acid Rain Favia . Don't get them!

The green areas are regular algae. A Clean-Up-Crew will handle that easily.

Hello and welcome to our forum.  For a new tank I would star with testing the PH, ammonia, nitrate and nitrite.  We use the Salifert tests here and highly recommend them.  In another 3 weeks to a month you should start testing the Alkalinity, Magnesium, and Calcium.  Let me know if you have any questions.  The proper water parameters can be found here:

Sounds like you are off to a good start.  I wouldn't do another water change for a couple of weeks.  Let the bacteria build up and the tank fully cycle.  Not too sure about the white specks, I wouldn't worry about them.
